13. | Why doesn't the school introduce a grace period of 6 years and consider turning DSS after all existing HYPS students have been promoted to HYS? |
The school is aware that HYPS parents are very concerned about this. Starting from the academic year 2012-2013, the NSS academic structure will be fully implemented in the senior secondary section. Under the new system, 63 government-funded regular teaching positions of HYS (as of September 2009) will be reduced to 57.5. In the academic year 2010-2011, the school employed 10 contract staff, with their remuneration being funded by Tong Fai. However, after deducting their remunerations, the remaining Tong Fai is not enough to pay for other regular expenses of the school. If the school’s expenditure is more than its revenue, the school’s resources will shrink further under the full implementation of the NSS academic structure in the academic year 2012-2013. If HYS does not make to counter all this, Tong Fai will not be able to fund all teaching positions (including both regular and contract staff) and all our existing services. This will make it impossible for the school to sustain the current educational quality, not to mention our intention to strengthen the academic standard and learning attitude of our intake. In the face of this, the school has to make this change in the academic year 2012-2013, turning the current system to the DSS mode. If a grace period of 6-year is introduced, the deficit problem cannot be solved in the short term amid such financial difficulties, and the academic standards will fall drastically, not to mention our inability to provide all the other facilities that we now use to upgrade our students' abilities. |
